保安服务许可证在哪个部门办理需要什么资料

在所在地设区的市级人民政府公安机关办理。根据颁布的《保安服务条例》：第九条　申请设立保安服务公司，An application form and materials that can prove that it meets the conditions specified in Article 8 of these Regulations shall be submitted to the public security organ of the people's government of the districted city where it is located.。

《保安服务条例》第八条　保安服务公司应当具备下列条件：
