Port communication政策解读丨深圳前海企业归巢计划实施，办公租房补贴高达500万今年7月份，前海管理局正式印发《深圳前海深港现代服务业合作区促进企业回归办公用房租金补贴办法》（以下简称《办法》）正式实施推行，一大波前海办公租房补贴来袭。
《办法》是前海启动“企业归巢”三年行动计划以来，出台的首个促进政策，也是深圳第一次对企业市场化办公空间给予扶持的专项性、inclusive policy，扶持比例为实际缴纳租金的50%，每年最高可获补贴500万元。
补贴对象与基本条件，Subsidy objects are divided into leasehold units and property rights units.：1.承租单位1.依法设立的企业或者社会组织，And it is not in the directory of abnormal business operations；2.Place of registration、The place of business and tax payment is in the Qianhai Cooperation Zone；3.The business scope complies with the industrial access catalog of Qianhai Cooperation Zone；4.租赁前海内的办公用途且产权不属于政府或前海管理局的已完成建设工程竣工验收备案物业，租赁期限不少于3年。
2.产权单位1.自持的办公物业建筑面积不少于25,000㎡；2.The project occupancy rate is not less than 85%；3.The leased unit complies with regulations，And have not enjoyed relevant rent subsidies；4.The rental price of the lessee unit shall not exceed 70% of the market assessment price.；5.租金年递增率不超过5%此次政策对承租单位低门槛，并首次明确

承租单位的经营地必须于前海，吸前海注册企业归巢；对产权单位补贴条件严格

，以出租率、租金价格、递增率条件限制，以租金补贴鼓励产权单位积极响应归巢计划指导；除双方于租赁合同约定外，优先补贴承租单位，且两者不可同时获得补贴。
本次《办法》对承租单位的补贴对象一共分为3类，以下为各类承租单位补贴对象的详细补贴标准：(1)Key subsidy objects：2025settled in year，每年按照实际租金补贴最高50%，No more than 5 million yuan；2025settled in year，年按照实际租金补贴最高40%，No more than 4 million yuan。
