外商投资电信企业申办增值电信业务许可证程序 设立经营基础电信业务或者跨省、autonomous region、直辖市范围增值电信业务的外商投资电信企业，国务院工业和信息化主管部门应当自收到申请之日起对前款规定的有关文件进行审查。
