Application conditions

：

1. Have a fixed place of business；
2. Have necessary business facilities；
3. The registered capital shall not be less than RMB 1.5 million；
4. 交纳质量保证金120万元人民币。

申请审批需提交的材料：

1. Application for establishment；
2. Feasibility study report on setting up a travel agency；
3. Travel agency charter；
4. travel agency manager、副经理履历表；
5. Fund credit certificate issued by the bank where the account is opened、Capital verification report issued by a certified public accountant and his or her accounting firm or audit firm；
6. Proof of business premises；
7. Proof of operating equipment status。

Approval process：

1. 申请人向所在地的省级旅游行政管理部门提出申请；
2. 省级旅游行政管理部门审查同意后，报旅游行政主管部门；
3. 国家旅游局质量规范与管理司审核省级旅游行政管理部门报送的《关于同意设立ⅩⅩ国际旅行社的请示》及申请设立国际旅行社应提交的材料，作出受理或不予受理的决定，并通知省级旅游行政管理部门；
4. 国家旅游局质量规范与管理司对同意受理的设立国际旅行社的申请提出审批意见，报国家旅游局局长批准；
5. 国家旅游局质量规范与管理司将批准或不予批准的结果告知省级旅游管理部门，由省级旅游管理部门通知申请人
