Application conditions

：

1. 有固定的营业场所；
2. 有必要的营业设施；
3. 注册资本不得少于150万元人民币；
4. 交纳质量保证金120万元人民币。

申请审批需提交的材料：

1. 设立申请书；
2. 设立旅行社可行性研究报告；
3. 旅行社章程；
4. 旅行社经理、副经理履历表；
5. 开户银行出具的资金信用证明、注册会计师及其会计师事务所或者审计师事务所出具的验资报告；
6. 经营场所证明；
7. 经营设备情况证明。

审批程序：

1. 申请人向所在地的省级旅游行政管理部门提出申请；
2. 省级旅游行政管理部门审查同意后，报旅游行政主管部门；
3. 国家旅游局质量规范与管理司审核省级旅游行政管理部门报送的《关于同意设立ⅩⅩ国际旅行社的请示》及申请设立国际旅行社应提交的材料，作出受理或不予受理的决定，并通知省级旅游行政管理部门；
4. 国家旅游局质量规范与管理司对同意受理的设立国际旅行社的申请提出审批意见，报国家旅游局局长批准；
5. 国家旅游局质量规范与管理司将批准或不予批准的结果告知省级旅游管理部门，由省级旅游管理部门通知申请人
