第十七条所在地县级人民政府公安机关受理后应当在10日内将申请材料及初步审核结果报设区的市(land)级人民政府公安机关审核批准，city divided into districts(land)级人民政府公安机关应当在10日内审核批准完毕。经批准的，颁发《特种行业许可证》。city divided into districts(land)级人民政府公安机关直接受理的申请，应当在20日内审核批准完毕。
经批准的，颁发《特种行业许可证》。city divided into districts(land)级人民政府公安机关应当在发证后5日内将审核批准情况报省级人民政府公安机关备案;省级人民政府公安机关应当在5日内将有关情况通报同级商务主管部门。申请人领取《特种行业许可证》后，应当在10日内到工商行政管理机关申请登记注册，After receiving the business license，方可营业。
