1. Have a registered capital of no less than RMB 10 million；
2. Wholly state-owned capital or state-owned capital accounts for more than 51% of the total registered capital；

(4)Apply to establish a security service company，An application shall be submitted to the public security organ of the local people's government at the districted municipal level. The public security organ shall review the application within 15 days from the date of receipt of the application materials.，and report the review opinions to the province where they are located.、autonomous region、Municipal People's Government Public Security Bureau。
