5. ;其他机构申请《广播电视节目制作经营许可证》，向所在地广播电视行政部门提出申请，经逐级审核后，报省级广播电视行政部门审批。

审批机关应在收到齐备的申请材料之日起的二十个工作日内做出批准或不批准的决定。对符合本规定第六条、第七条规定的，应为申请机构核发《广播电视节目制作经营许可证》;对不批准的，应向申请机构书面说明不予批准的理由。省级广播电视行政部门应在做出批准或不批准决定之日起的一周内，将审批情况报广电总局备案。

《广播电视节目制作经营许可证》由广电总局统一印制。有效期为两年。

1. 经批准取得《广播电视节目制作经营许可证》的企业，凭许可证到工商行政管理部门办理注册登记或业务增项手续。
2. ;设立非独立法人资格分支机构的，无须另行申领《广播电视节目制作经营许可证》。
3. 6 依法设立的广播电台、电视台制作经营广播电视节目无需另行申领《广播电视节目制作经营许可证》。
