one、危险化学品的定义 根据《危险化学品安全管理条例》(国务院令第591号)第三条定义:Poisonous、corrosion、explode、combustion、Combustion-supporting properties,to human body、facility、环境具有危害的剧毒化学品和其他化学品

two、《危险化学品经营许可证》办理条件

  1. Business and storage premises、facility、建筑物符合《建筑设计防火规范》(GB50016)《石油化工企业设计防火规范》(GB50160)《汽车加油加气站设计与施工规范》(GB50156)《石油库设计规范》(GB50074)等相关国家标准、Industry standard regulations;
  2. The main person in charge and production safety management personnel of the enterprise must have production safety knowledge and management capabilities that are suitable for the company’s hazardous chemicals business activities.,Passed the special production safety training and safety production supervision and management department assessment,Obtain corresponding safety qualification certificates;Special operations personnel receive specialized safe operation training,Obtain special operation certificate;Other employees must have passed safety production education and professional technical training in accordance with relevant regulations.;
  3. Have sound production safety rules and regulations and job operating procedures;
  4. Have emergency plans for hazardous chemical accidents that comply with national regulations,and equipped with necessary emergency rescue equipment、equipment;

three、《危险化学品经营许可证》

Process

  1. accept:The applicant applies in writing to the County Safety Supervision Bureau;

  3. Approval:The County Safety Supervision Bureau makes a decision to approve or disapprove,decided to approve,Make a "Hazardous Chemicals Business License";decided not to approve,Prepare a disapproval decision letter,and explain the reasons。

Application materials

  1. "Hazardous Chemicals Business License Application Form" or "Hazardous Chemicals Business License Reapplication Form"、"Application Form for Renewal of Hazardous Chemicals Business License";
  2. A copy of the business license issued by the industrial and commercial administration department or the "Enterprise Name Approval Notice";
  3. Safety evaluation report issued by a safety evaluation agency with provincial or above qualifications;
  4. 经营和储存场所消防安全验收文件的复印件(消防验收文件形式按《关于进一步规范经营场所消防安全有关事项通知》粤公通字〔2003〕153号

  1. Business and storage premises、Copy of facility property ownership certificate or lease certification document (House Property Ownership Certificate or "State-owned Land Use Certificate"、"Collective Land Use Certificate"、"Land Recognition Letter" and "Construction Project Planning Permit",Registered lease contract);
  2. Main person in charge of the unit、Copies of corresponding professional training certificates obtained by supervisors, production safety management personnel and employees (the legal representative is a foreigner who cannot participate in the training,A copy of the foreigner’s ID card must be provided);
  3. Sound safety management rules and regulations and job safety operating procedures;
  4. The unit’s accident emergency rescue plan;
  5. Hazardous chemicals that are monitored chemicals or a class of precursor chemicals,A copy of the approval document from the relevant department must be produced;
  6. Own or lease storage space、Facility Hazardous Chemicals Operating Unit,Submit a safety status evaluation report on the storage location (facility)、Valid proof that the storage place (facility) is established in accordance with the law (such as storage safety filing notice、Hazardous chemicals construction project safety licensing opinions, etc.)、Main persons in charge and supervisors of storage enterprises、Production safety management personnel and employees shall submit copies of corresponding professional training certificates;
  7. retail business premises、A copy of the lightning protection facility test report and certificate of compliance at the storage location;
  8. A copy of the Safety Appraisal Approval Letter and the Safety Appraisal Contract;
  9. Actual photos of the business unit’s business premises and storage areas。
