首先并不是所有企业都可以申请高新技术企业认定，认定需要满足八大技术领域之一，分别是电子信息技术，生物与新医药技术，aerospace technology，新材料技术，高技术服务业，新能源及节能技术，资源与环境技术，高新技术改造传统产业。此次我们就是以新材料技术来申请认定的。
高新技术企业申报材料包括企业营业执照副本，组织机构代码证和税务登记证书，知识产权证书，知识产权独占许可或购买的备案证明，近三个会计年度的资产负债表，利润及利润分配表，cash flow statement，R&D

专项结构明细表，高新技术产品收入明细表。由于材料比较繁杂，欲申请认定为高新技术企业，应尽量提早准备。
所有材料准备齐全之后，申报企业还需将材料制作成电子版，提报到认定机构。提报的电子材料会被打印成册，科技局工作人员会对材料进行审查，在材料审查之后，还会到企业进行实地审查。若企业材料准备充分并与实际情况符合，实地审查大约需要半个小时就可以完成。
科技局工作人员在通过企业审核后，还需带着企业材料，到市科技局审查。待市科技局通过后，向省科技厅审报。经认定的高新技术企业，在“高新技术企业认定管理工作网”上公示15个工作日。
Announcement of objections，由认定机构对有关问题进行查实处理，属实的应取消高新技术企业资格；Announcement without objection，报领导小组办公室备案，在“高新技术企业认定管理工作网”上公告认定结果，并由认定机构颁发“高新技术企业证书”（加盖科技、financial、税务部门公章）。
