申办单位或个人必须提交以下材料，才予以受理： (1)《市人力资源服务机构审批表》一式三份; (2)开办人力资源服务机构的申请书，Content includes：开办人力资源服务机构的目的和服务宗旨、服务项目和服务方法、经营目标等; (3)机构章程原件和复印件; (4)3名以上专职从业人员的、广东省职业介绍从业人员资格证原件和复印件; (5)有资格的会计师事务所出具的10万元以上证明原件和复印件; (6)办公和服务场所合法使用证明。
属自有场所的，应当提交场地产权证明原件及复印件;属租赁场所的，应当提供经房管部门房屋租赁登记备案的、不少于1年租赁期的租赁合同的原件和复印件; (7)由工商行政管理部门出具的企业名称预先核准通知书原件和复印件。
