深圳各区危化品经营许可证的申请条件及ban理流程

为贯彻落实《中共深圳市委深圳市人民政fu印发<关于制定实施商事登记制度改革后续监管ban法的工作方案>的通知》（深委字〔2014〕20号）等改革创新精神，市安全监管局于2025年6月30日印发《深圳市危险化学品重点监管企业安全管理暂行ban法》（以下简称《暂行ban法》），积极探索建立“权责明晰、行为规范、监督有效、保障有力”商事监管体制的方式方法。

1. 主体责任清单化，指导企业加强安全生产保障《暂行ban法》规定企业实行“安全生产承诺制”、“安全工作报告制度”、“企业专职安全管理人员变动登记制度”、“企业负责人轮流现场带班制度”、“建立健全隐患排查整治制度”、“建立企业应急管理制度”、“建立企业安全生产投入保障制度”等七项工作制度，基本涵盖相关法律法规及指导性文件关于安全生产的工作

，以清单的形式规定企业应履行的法定义务，方便企业人员对照落实，努力建立“权责明晰、行为规范”的商事监管体制。

1. 量化监管措施，强化事后监管《暂行ban法》规定实行“危险化学品重点监管企业定期检查制度”、“危险化学品重点监管企业定期检查通报制度”、“重点监管企业主要负责人、安全管理人员定期学习制度”、“建立重点监管企业监管情况定期报告制度”等四项工作制度，量化各级安全监管部门监管频率、检查通报等措施，从多方面着手，指导抓好监管工作，持续督促企业提升安全生产保障水平，强化对重点监管企业的事后监管，探索建立“监督有效、保障有力”商事监管体制的方式方法，推动政fu管理模式由重审批、轻监管和以批代管向强化事中事后监管转变。
2. 定期更新企业名单，轮换整治重点企业《暂行ban法》列出确定重点监管企业的八个条件，规定每年调整一次，确保安全生产条件较差、风险较高的危险化学品生产、经营企业和构成危险化学品重大危险源的企业纳入重点监管企业范围，逐年轮换整治，指导我市危险化学品企业逐步提升安全管理水平，力争推动危险化学品行业安全生产保障水平整体上一个新台阶。
