为保障孩子在校外学习安全及合法权益，开发区教育局提醒各位家长，选择校外培训机构要坚持“一看、二试、三存”，“一看”就是看培训机构的《民办学校办学许可证》(Original，并且在有效期内)，办学许可证是培训机构具有办学资质，可以开展培训的重要证明材料。家长还应

“二试”就是不轻信广告宣传，先让孩子试听一两节培训教师的课，试听满意再签订合同、Pay the fees。应特别注意让培训机构将口头承诺写进合同。要抵制促销诱惑，act within one's ability，不跨年度付费或一次性支付高额学费。“三存”就是保存好重要的维权证据，即培训机构盖章或负责人签名的招生宣传资料、培训合同、收费发票。
如遇相关纠纷，可及时与教育行政部门联系。in addition，新《民办教育促进法》实施后，除语文、数学、English、科学等文化课程培训的营利性培训机构由教育部门审批，其他的器乐、dance、书画等类型的营利性培训机构由市场监管部门直接登记审批。
筹设阶段申请举办民办教育培训机构的单位和个人提出筹设申请时，应提交下列材料：(one)举办民办教育培训机构申请报告(Original)。申请报告的内容应当包括：Organizer、民办教育培训机构名称与地址、举办目的和培养目标、Institutional nature、scale、form、condition、internal management system、Fund raising and management use, etc.。举办单位负责人或举办者的签字、印签。
(two)民办教育培训机构举办者的资质证明(Check the original，交复印件)。
举办者是个人的，须提供身份证及简历，注明现住址、Contact information，户口所在地(居住地)派出所出具的无犯罪记录证明(Original);举办者是法人单位的，需提供政府部门或举办单位的批准建立文件、单位营业执照(或单位法人证书)、Organization code certificate、税务登记证及法定代表人简历等(Check the original，交复印件)。
(three)民办教育培训机构资产及经费来源的有效证明文件(Original)。由会计师事务所提供的验资证明。举办者为两个及以上单位和个人的，需提供各自的出资数额、出资比例证明。(Four)校产来源证明材料(Check the original，交复印件)。
属自建校舍的需载明产权;属租房办校的须提供经公证部门公证的租赁合同意向书(Original);属捐赠性质并提供产权证明材料的校产须提交捐赠协议，State the name of the donor、所捐资产数额、用途和管理方法及相关证明文件(Original)。(five)民办教育培训机构章程(Original)。
