实施方法港信通人力资源服务许可证是人力资源服务（人才中介）机构设立的必要前提条件。也是规范人力资源服务行业、提高人力资源服务行业门槛的有力保障。人力资源服务许可证由省级机关受理，是由省人力资源和社会保障厅核实批准颁发的许可证之一。
人力资源服务许可证办理条件：
- 为确保申请公司的正常经营和注册资金符合《人力资源和社会保障局》的规定，申请公司的注册资金不得低于10万人民币。
- 由于人力资源服务的经营范围包括人才培训、人才测评和人才信息归纳整理等服务项目，因此申请公司必须有符合人才中介业务相关的经营场所，其中经营场所地不得小于50平方米。
- 为确保申请公司能合理合规的经营，申请公司必须有5名大专以上学历的工作人员或是5名以上取得人才中介服务资格证书人员。
- 申请公司必须有合法合规的公司章程和相关的管理制度。
