。 全网SP业务，应当具备下列条件：

1. 公司注册资金为1000万元。
2. 公司注册资金不要为技术入资，或其它入资形势。
3. 公司的经营地址不得与注册地址不同。
4. 还有就是您所申请的SP公司属于国内的内资公司，如有法人股在其中，而法人股有外资背景不建议申请。
5. 公司必须为10位以上技术人员，签定劳动合同，上齐社会保险。
6. 公司有相关技术人员，且技术人员至少10人以上。
7. 广电背景公司建议不要申请。

地网SP业务，应当具备下列条件：

1. 公司注册资本最低限额为100万元人民币;
2. 经营者为依法设立的公司;
3. 有为用户提供长期服务的信誉或者能力;
4. 有与开展经营活动相适应的资金和专业人员;
5. 有必要的场地和设施;
6. 近三年内未发生过重大违法行为等;
7. 有可行性研究报告和相关技术方案等。
