进商务部网站“业务系统统一平台”（企业端）注册登录，填写《境外投资备案表》打印、Signature of legal person、Stamped with official seal。《境外投资备案表》扫描后和营业执照副本复印件上传。

1. 对外投资设立企业或并购相关章程（或合、protocol)；

3. 经审计的财务报表（全套）；
