莲塘口岸车牌办理条件分为三种情况：
- Hong Kong enterprise：以对内地投资为准，符合800万港元投资额和30万人民币年度纳税额的港商
- Mainland enterprises：经核准的国营、Private、collective enterprise，符合5000万注册资金、annual sales and total assets。
- Personal application：担任规定级别以上人大代表、政协委员职务的港澳台人士；或者对广东省慈善事业有一定规模贡献的慈善家。莲塘口岸只设有2条小汽车出入境查验通道，通行能力为每日2000架次。受到口岸建设规划的限制，莲塘口岸开放初期只会发放2000个香港车来往内地的私家车两地牌指标。
