- 在广东省投资的国外和香港、Macao、台湾商户，其上一年度在广东省纳税数额符合以下条件，可以申办香港入出内地商务车粤Z莲塘口岸车牌指标：上一年度纳税数额达到15万元以上的，可以申办第1个商务车粤Z莲塘口岸车牌指标；上一年度的纳税数额达到50万元以上的，可以申办第2个商务车粤Z莲塘口岸车牌指标；上一年度的纳税数额达到100万元以上的，可以申办第3个商务车粤Z莲塘口岸车牌指标；从申办第4个商务车粤Z莲塘口岸车牌指标起，上一年度的纳税数额每增加100万元即可增办1个商务车粤Z莲塘口岸车牌指标，多不超过15个（包括该商户已申办的所有商务车粤Z车牌指标）。
- 同一内承单位有多个投资商户的，根据投资商户的投资比例计算其纳税额。
