Chinese investment amount，是指投资主体直接以及通过其控制的境外企业为项目投入的货币、securities、physical object、technology、intellectual property、Equity、债权等资产、权益以及提供融资、担保的总额。 　　备注2.敏感类项目包括涉及敏感国家和地区项目、涉及敏感行业的项目。

4. 需要限制企业境外投资的行业：1）房地产2）酒店3）影城4）娱乐业5）体育俱乐部6）在境外设立无具体实业项目的股权投资基金或投资平台。

7. 权限 　　备注1：对属于核准情形的境外投资，Central enterprises apply to the Ministry of Commerce，Local enterprises apply to the Ministry of Commerce through the local provincial commerce department.。

备注2：对属于备案情形的境外投资，Central enterprises report to the Ministry of Commerce for filing；Local enterprises must report to the local provincial commerce department for registration.。 　　备注3：Overseas enterprises invested by enterprises carry out overseas reinvestment，After completing overseas legal procedures，Enterprises should report to the competent commerce department。

6. 事项 　　《外管局关于进一步简化和改进直接投资外汇管理政策的通知》规定，境内企业在获得发改委和商务部门核准或备案后，无需取得外管局的外汇登记核准，改由银行直接办理境外直接投资项下的外汇登记。

取消境外再投资外汇备案。取消直接投资外汇年检，改为实行存量权益登记。

发展改革委等四部门就当前对外投资形势下加强对外投资监管答记者问中提到，监管部门也密切关注近期在房地产、hotel、cinema、entertainment industry、体育俱乐部等领域出现的一些非理性对外投资的倾向，以及大额非主业投资、有限合伙企业对外投资、“母小子大”、“快设快出”等类型对外投资中存在的风险隐患，建议有关企业审慎决策。

Note： 　大额非主业：企业境外投资项目与境内母公司主营业务相去甚远，不存在任何相关性的境外投资。 　有限合伙企业对外投资：企业投资人民币来源异常，涉嫌为个人向境外非法转移资产和地下钱庄非法经营的境外投资。
