加强网络文化经营许可证监管，深圳申请网络文化许可证的条件5月14日，深圳文化和旅游部办公厅下发《调整<网络文化经营许可证审批范围进一步规范审批工作的通知》（办市场发[2025]81号），明确文化和旅游部不再承担网络游戏行业管理职责。 深圳市文化和旅游局将不在受理网络游戏相关业务的《网络文化经营许可证》申请；企业申请《网络文化经营许可证》的主体变更或续办时，将默认取消网络游戏相关经营范围；对经营范围仅有网络游戏相关业务对网络文化经营点位将不再予以变更或续证已经核发的《网络文化经营许可证》仅含前述网络游戏经营范围且尚在有效期内的继续有效，原经营范围仅有前述网络游戏经营活动的，有效期届满后不再换发新证。 一、什么是网络文化许可证？网络文化许可证是《网络文化经营许可证》的简称。互联网文化活动分经营性和非经营性两类。经营性互联网文化活动指以营利为目的，通过向上网用户收费或者电子商务、广告、赞助等方式获取利益，提供互联网文化产品及其服务的活动。 二、网络文化许可证
