1. three、内地公务车开往香港，两地车牌的代办条件，申请途径

1. 办事条件 广东省各级党政机关、党政机关直属部门、Public institutions、社会团体因工作需要，可以申请申请内地公务车入出港澳行驶牌证。
2. 办事规定
3. 省级党政机关、直属机关、Public institutions、社会团体申请内地公务车入出港澳行驶牌证，由本单位出具公函。
4. 各地党政机关、Public institutions、社会团体申请内地公务车入出港澳行驶牌证，属党政机关或党政机关组成部门的，由各地级以上市党政机关出具公函（即由党委、government、CPPCC、人大各自出函，Guangzhou、深圳市可由市党政机关办公厅出函）；属事业单位、社会团体的，由地级以上市人民政府（广州、深圳市政府办公厅）出具公函。
5. 各级公安机关申请内地公务车入出港澳行驶牌证的，由地级市以上公安机关出具公函，并出具省厅主管部门意见。
6. 各市每年申请第一辆内地公务车入出港澳行驶牌证的，不进行打分，Apply directly，并在20个工作日办结。申请第二辆内地公务车入出港澳行驶牌证实行打分制度，车管处成立审批小组进行审批。

具体审批原则如下：以省级单位和各地级以上市为单位，各单位每年申请申请内地公务车入出港澳行驶牌证的起始分为100分，每申请1辆，从起始分中扣减1分，申请时的扣减剩余分即为各单位得分，按照分数高低顺序进行审批，并对社会公开。
