three、申报流程 申请设立经营性互联网文化单位向省文化厅提出申请。省文化厅在材料齐备后，应当在14个工作日内完成材料审核，Eligible，报文化部备案;Not approved，Reasons should be given。 文化部市场司对备案的网络文化经营单位进行备案审核和全国统一编号。

省文化厅根据备案审核情况和全国统一编号发给《网络文化经营许可证》。 Four、后续工作

3. 互联网文化经营单位变更名称、address、legal representative、注册资金等许可证载明事项的，应当在变更后20日内，持变更后的工商营业执照副本或者组织机构代码证、原网络文化经营许可证原件及其变更材料，到省文化厅换发许可证。
4. 网络游戏企业必须建立企业自审制度;建立合规的实名注册系统(必须包括真实姓名、有效身份证件号码、联系方式三项基本内容)，且不存在快速注册通道;建立健全用户服务协议，协议应包括《网络游戏服务格式化协议必备条款》的全部内容，且不存在与其相抵触的其他条款;建立网络游戏未成年人家长监护工程，并在首页显著位置体现;建立备案制度，须在每季度前五个工作日内向省文化厅备案上一季度的《网络游戏虚拟货币发行量季度报表》、《“网络游戏未成年人家长监护工程”实施情况季报表》。
5. 网络游戏企业应当在其游戏官网、用户服务中心等显著位置标明企业名称、《网络文化经营许可证》编号、纠纷处理方式、内容适应性及12318文化市场举报网站( five、许可年限 《网络文化经营许可证》有效期为3年。Validity expires，Need to continue operating，应当在许可证期满前30个工作日内办理延续备案手续。
