Port communication为提高保险代理公司、保险公估公司审批程序的透明度，The relevant matters are now announced as follows:：one、申请筹建保险代理公司、保险公估公司须向中国保监会提交下列材料(材料用A4纸装订，triplicate,其中一份抄报中国保监会在当地的派出机构)：(one)Preparatory application report;(two)Preparation feasibility report(Includes market situation analysis、Company development ideas、近三年的业务发展计划和盈利情况预测);(three)corporate framework(including capital、Equity structure、organizational structure、从业人员等);(Four)Preparatory plan;(five)筹建人员名单及身份证复印件;(six)筹建负责人简历及其亲笔署名的无违法犯罪记录和其他不良记录的声明。
中国保监会自收到材料之日起三十日内作出是否受理的决定。依法不能受理的，中国保监会书面通知申请人;依法予以受理的，中国保监会自收到材料之日起六个月内作出是否批准筹建的决定;不予批准筹建的，中国保监会书面通知申请人并说明理由。
每周三和周五下午为筹建申请材料的接收时间，申请人可以就近到中国保监会的当地派出机构咨询。two、中国保监会的派出机构负责指导保险代理公司、保险公估公司的筹备工作。
获准筹建的公司筹备组须依法落实资本金、shareholder、business place、从业人员等，筹备就绪后应向中国保监会的派出机构提交下列材料(材料用A4纸装订，triplicate，其中二份为原件)：(one)Application for opening a business;(two)Articles of Association;(three)internal management system(including organizational framework、decision making process、业务和财务、人事制度等);(Four)拟任高级管理人员任职资格送审材料;(five)Employee roster、员工《资格证书》复印件和身份证复印件;(six)股东名册、法人股东营业执照复印件(加盖工商行政管理部门的备案专用章)及最近三年财务报表(加盖股东单位财务印章)、自然人股东身份证复印件;(seven)Capital verification report issued by an accounting firm、Copy of original voucher for capital entry;(eight)computer software、硬件的配置情况;(Nine)营业场所使用权或所有权证明文件;(ten)工商行政管理部门批准的《企业名称预先核准通知书》。
公司筹备组提交的开业申请材料齐全的，中国保监会的派出机构自收到材料之日起三十日内对材料进行实质审查和验收，Provide preliminary opinions，报中国保监会审批。中国保监会自收到材料之日起三个月内作出是否批准开业的决定。对不予批准开业的，中国保监会书面通知公司筹备组并说明理由。
公司筹备组自获准筹建之日起六个月内未完成筹建工作的，原批准文件自动失效。中国保监会将在有关媒体上予以公告。three、如果中国保监会及其派出机构的工作人员违反上述工作程序，对申请人无故刁难，有吃拿卡要行为的，申请人可向中国保监会及其派出机构书面举报，一经查实，将按有关规定严肃处理。
