这是成都自贸试验区成立后，首次单独就商业保理业务出台政策。记者注意到，该政策主要在成都自贸试验区从事商业保理业务所需的行政管理，set up、变更及终止，行业发展和自律，监督管理等方面进行详细规定。

”《办法》也提及了商业保理业对成都自贸试验区的意义。对于自贸试验区而言，金融的创新与开放本就是重头戏。 对成都自贸试验区来说，针对商业保理制定专门政策只是一个开始。
早在去年，成都在发布《关于创新要素供给培育产业生态提升国家中心城市产业能级财政金融政策措施的实施细则》时就提出，要支持发展商业保理、融资租赁等融资新模式，探索适合新型金融业态发展的监管和风控模式。
June this year，成都自贸试验区启动首批15项“硬骨头”改革攻坚任务，在聚焦全面提升营商环境的法治化国际化便利化水平中，商业保理监管体系建设也赫然在列。obviously，积极推进商业保理业务，只是成都建设“国际金融中心”的一个阶段性成果。
