第一条设立典当行，The following conditions should be met：

第三条行应当建立、Improve the following safety systems：

第四条行房屋建筑和经营设施应当符合国家有关安全标准和消防管理规定，Have the following safety precautions：

第五条典当行，The applicant shall submit the following materials to the commercial department at the city (prefecture) level where the pawn shop is proposed to be established.：
- Application for establishment (should state the name of the pawn shop to be established、address、Registered capital、Shareholders and capital contribution、经营范围等内容）及可行性*；
- Pawn shop regulations、Investment Agreement and Investment Commitment Letter；
- Pawn shop business rules、Internal management system and safety precautions；
- Capital verification certificate issued by a legally qualified capital verification agency；
- Individual shareholder issued by the personnel department of the unit where the file is located、Resumes of proposed legal representatives and other senior managers；
- Recent financial audit report of the legal person shareholder and proof of capital contribution ability issued by a legally qualified accounting firm、A copy of the resolution of the board of directors (shareholders meeting) of the legal person shareholder and a copy of the business license；

第六条下列条件的典当行可以跨省（自治区、Municipalities) set up branches：
- Operating pawn business for more than three years，Registered capital is not less than RMB 15 million；
- Profitable for the past two consecutive years；
- No illegal business records in the past two years。Branches of pawn shops shall implement the safety system stipulated in Article 9 of these Measures，Have the safety precautions specified in Article 10 of these Measures。
第七条行应当对每个分支机构拨付不少于500万元的营运资金。The total working capital of each branch of a pawn shop shall not exceed 50% of the registered capital of the pawn shop.。
第八条行申请设立分支机构，应当向拟设分支机构所在地设区的市（地）级商务主管部门提交下列材料：
- 设立分支机构的申请报告（应当载明拟设立分支机构的名称、address、person in charge、营运资金数额等）、可行性*、董事会（股东会）决议；
- 具有法定资格的会计师事务所出具的该典当行近两年的财务会计报告；
- Resume of the proposed head of the branch issued by the personnel department of the location where the file is located；

Valid proof of ownership or right to use the business premises；（五）省级商务主管部门及所在地县级人民政府公安机关出具的近两年无违法违规经营记录的证明。
第九条设立典当行或者典当行申请设立分支机构的申请后，设区的市（地）级商务主管部门应当报省级商务主管部门审核，The provincial commerce department will submit the review opinions and application materials to the Ministry of Commerce.，由商务部批准并颁发《典当经营许可证》。省级商务主管部门应当在收到商务部批准文件后5日（工作日，下同）内将有关情况通报同级人民政府公安机关。
省级人民政府公安机关应当在5日内将通报情况通知设区的市（地）级人民政府公安机关。
第十条人领取《典当经营许可证》后，应当在10日内向所在地县级人民政府公安机关申请典当行《特种行业许可证》，and provide the following materials：
