为鼓励大学生自主创业注册公司，工商部门明确了对毕业两年内的高校毕业生投资设立注册资本50万元以下的有限责任公司可享受“零首付”注册，创业的大学生只需自公司成立之日起两年内缴足注册资本。该条新政的推出使得每个注册公司的大学生至少可降低3万元的创业成本。

企业登记机关可以委托企业所在地的工商行政管理所对其登记的企业进行年检。典当公司许可依据：one、《国务院对确需要保留的行政审批项目设定行政许可的决定》（国务院令2004年第412号）第一百八十一项；two、《注册典当公司管理办法》（商务部、公安部2005年令第8号）。
