- 注册资金要实缴800万
- Personnel arrangement：1个理事长，1个副理事，3个理事，1个监事，1个秘书
- 另外还需要4个专职人员，及他们的简历设立基金会应满足如下条件：
- Established for specific public welfare purposes；
- 原始基金200万元人民币，（目前其他地方已经升到八百万）
- standardized name、Charter、Organizational structure and dedicated staff appropriate to its activities；
- Have a fixed residence；
- Ability to independently bear civil liability。

：
- 现场约谈
- 核名（深圳XXX公益基金会或深圳XXX慈善基金会），Shenzhen must be put first，名字不能超过4个字。
- 业务主管单位审批
- Submit a feasibility study report (the report mainly reflects：The organizational structure of the foundation to be established、The foundation’s original funding source、The reason and purpose of managing a foundation、Foundation’s business scope and purpose、Future development directions and trends、Two or more public welfare projects)
- Submit preliminary review materials online
- After passing online，Obtain the red-headed document from the Civil Affairs Bureau and the temporary account deposit slip
- Open a temporary account、Investment、取得验资报告（名字下来后10个工作日内必须入资）
- Submit establishment materials on site and wait for civil affairs review
