2. 《危险化学品经营许可证管理办法》（原国家经贸委令第36号）。
3. 《广东省危险化学品经营许可证管理规定》（粤经贸安全〔2003〕80号）。
4. 《关于进一步规范我市危险化学品行政许可工作的通知》（深经贸信息秘书字〔2012〕1078号）三、许可条件危险化学品经营企业应当具备以下基本条件：

1. 制定安全管理规章制度，至少包括：安全生产责任制度，岗位操作安全规程，化学品安全管理制度（包括防火、Explosion proof、Anti-poisoning、防泄漏管理等制度），Safety investment guarantee system，Safety production reward and punishment system，Safety training and education system，安全检查及隐患排查治理制度，emergency management system，accident management system，职业健康管理制度，safety management system、岗位操作安全规程定期修订制度等；
2. 企业主要负责人和安全管理人员必须具备与本企业经营活动相适应的安全生产知识和管理能力，依法参加安全生产培训，and passed the examination；特种作业人员必须依法经培训考核合格并持证上岗；其他从业人员依法经过安全教育和专业技术培训并经考核合格；
