高新技术产品是指属于《深圳市高新技术产品目录》并符合以下条件的产品：

1. 符合国际标准、国家标准及行业标准，或者经地级市以上技术监督部门认可的企业标准；
2. 经产品质量检测机构检测，Qualified quality；
3. 达到国内先进水平。

第七条高新技术企业认定须同时满足以下条件：

1. 在深圳注册一年（一个会计年度）以上，Have independent legal personality。
2. 知识产权归属明确，没有知识产权争议，且达到下列其中一项数量

：

1. 发明或者植物新品种1件以上；
2. 实用新型2件以上；
3. 非简单改变产品图案和形状的外观设计或者软件著作权或者集成电路布图设计专有权3件以上。
4. 近一年销售收入小于5,000万元的企业，三个会计年度的研究开发

总额占销售收入总额的比例不低于5%；具有大学专科以上学历或者中级以上职称的科技人员占企业当年职工总数的30%以上，其中研发人员占企业当年职工总数的10%以上。

近一年销售收入在5,000万元至20,000万元的企业，三个会计年度的研究开发

总额占销售收入总额的比例不低于3%；具有大学专科以上学历或者中级以上职称的科技人员占企业当年职工总数的20%以上，其中研发人员占企业当年职工总数的8%以上。

近一年销售收入在20,000万元以上的企业，三个会计年度的研究开发

总额占销售收入总额的比例不低于2%；具有大学专科以上学历或者中级以上职称的科技人员占企业当年职工总数的10%以上，其中研发人员占企业当年职工总数的6%以上。企业注册成立时间不足三年的，按实际经营年限计算。
