Application conditions
：
- 符合旅游业务发展规划；
- 符合旅游市场需要；
- 有固定的营业场所；有必要的营业设施；有经培训并持有省、autonomous region、直辖市以上人民政府旅政管理部门颁发的资格证书的经营人员；
- 旅社旅行社注册资本：international travel agency：不得少于150万元人民币；国内旅行社：不得少于30万元人民币；
- 旅行社交纳质量保证金：经营出境旅游业务的交纳140万元人民币。
国内社：交纳20万元人民币。申请办理旅行社经营许可证的审批流程：
- 按照属地原则先向拟设立地县（市）、区旅游局提交申请报告。
- 到拟设立地县(市)、区工商局进行其企业名称核准。
- 向拟设立地县（市）、区旅游局提交申报材料。
- 设立地县（市）、区旅游局收到申报材料后10个工作日内初审完毕，符合条件的上报市旅游局。
- 申请人向市旅游局交纳质量保证金。
