具体年报流程： （一）信息报送 每年1—3月，各企业通过“电信业务市场综合管理信息系统”，真实准确填报年报信息。 每年4月，对未按

报告年报信息的企业，电信管理机构督促其切实履行年报义务，限期一个月内补正。
（二）社会公示 每年5月，电信管理机构将《电信业务经营许可管理办法》规定公示的年报信息（涉及商业秘密的信息除外）以及参报企业选择公示的年报信息，向社会公开。电信管理机构统计汇总相关年报数据，各通信管理局将本行政区的年报情况形成书面总结报部。
（三）年报抽查 每年5—9月，电信管理机构按照《工业和信息化部办公厅关于在执法活动中全面推行随机抽查的通知》（工信厅政函〔2025〕606号）

，自行组织或委托第三方机构，通过书面检查、实地核查、技术检测等方式，对各企业的年报信息及执行有关规定情况等进行检查；在抽查中发现企业有违规行为的，应依法予以处理。
