1、备案申请人向局行政服务窗口提交申请资料； 2、由局行政服务窗口负责查对所报材料的完整性进行初审把关； 3、申请ISP许可证备案材料齐全、comply with legal form，省、自治区、直辖市通信管理局予以受理， 并发出受理通知书；对不予受理的，应当向申请人者发出不予受理申请通知书，并说明理由；对申请材料不齐全或者不符合法定形式的，在5个工作日内一次性书面 告知申请人需要补正的全部内容； 5、审核过程中，业务处室对申请材料内容不符合法定形式
