无故不办理停歇业手续或停歇业超过规定期限的，由发证机关撤销其成品油经营许可，注销成品油经营批准证书，并通知有关部门。对因城市规划调整、道路拓宽等原因需拆迁的成品油零售企业，经企业所在地省级人民政府商务主管部门同意，可适当延长歇业时间。
各级人民政府商务主管部门实施成品油经营许可及市场监督管理，不得收取

。商务部和省级人民政府商务主管部门应当将取得成品油经营资格的企业名单以及变更、撤销情况进行公示。成品油经营批准证书不得伪造、涂改，不得买卖、出租、转借或者以任何其他形式转让。
