申请《广播电视节目制作经营许可证》应当符合国家有关广播电视节目制作产业发展规划、布局和结构，并具备下列条件：

1. 具有独立法人资格，有符合国家法律、法规规定的机构名称、组织机构和章程；
2. 有适应业务范围需要的广播电视及相关专业人员、资金和工作场所，其中企业注册资金不少于300万元人民币；
3. 在申请之日前3年，其法定代表人无违法违规记录或机构无被吊销过《广播电视节目制作经营许可证》的记录；
4. law、行政法规规定的其他条件。

申请《广播电视节目制作经营许可证》，申请机构应当向审批机关同时提交以下材料：

1. 申请报告；
2. 广播电视节目制作经营机构章程；
3. 《广播电视节目制作经营许可证》申领表；
4. 主要人员材料：
5. 法定代表人身份证明（复印件）及简历；
6. 主要管理人员（不少于3名）的广播电视及相关专业简历、业绩或曾参加相关专业培训证明等材料。
7. 注册资金或验资证明；
8. 办公场地证明；
9. 企事业单位执照或工商行政部门的企业名称核准件。
