- 符合上述条件的单位，向当地（县区级）广播电视行政部门提出书面申请，经审核同意，连同申请材料报省新闻出版广-电-局（传媒机构管理处）；
- 省新闻出版-广-电-局收到符合

的申领材料之日起二十个工作日内作出批准|或不批准的决定；3.批准同意的，为申请机构核发许可证；不同意的作出说明并退回材料。
