这四项标准分别为：“盈利指标”，最近12个月的净利润累计不少于300万元；“营业收入+成长指标”，最近12个月的营业收入累计不少于2000万元，或最近24个月的营业收入累计不少于2000万元，且增长率不少于30%；“净资产+营业收入指标”，净资产不少于1000万元，且最近12个月的营业收入不少于500万元；“金融机构增信”指标，最近12个月银行贷款达100万元以上或投资机构股权投资达100万元以上。
这四项标准也被称为“3211标准”（300万元净利润，2000万元营收、1000万元净资产，100万元贷款投资）。 胡继之说，前海股权交易中心将成为现有交易所和商业银行体系之外的、面向中小企业的新型融资平台。“这是一个投资者和企业之间可以公开讨论、知根知底的网上部落。”
