目前来说新申请下来的管理人备案必须在6个月内发第一只产品，如果不发那协会就直接吊销这个资格，想想好不容易申请下来的备案因为没有及时发产品而被吊销了想想就很心痛，所以就会有代办产品备案（保壳）这样的需求产生，实际上保壳也就是发一支小型的基金，走的过程和正常发产品是一样的，从基金产品设计到基金产品的募集，到资金托管，到资金投到标地企业这些都要走一遍。
