根据《互联网文化管理暂行规定》第七条中的第五项：从事网络音乐娱乐、网络演出剧节目、网络表演、网络艺术、网络动漫等互联网文化产品将文化产品登载在互联网上通过互联网提供用户浏览、欣赏、使用下载的传播行为(主要是网吧)，把音乐娱乐、演出据节目、表演、艺术品、动派等文化产品以技术手段制作在互联网上传播的企业申请网络文化经营许可证的企业注册资金不低于100万，从事游戏方面的企业申请从事网络游戏经营活动的企业，注册资金不低于1000万。
