： 企业先要申请对外贸易经营者备案，步骤如下: 先去工商局给营业执照做增项，然后去外经贸局外贸科进行备案。企业到外经贸局备案。
进出口权办理材料： 1.网上提交打印的《对外贸易经营者备案登记表》; 2.变更后的营业执照复印件; 3.组织机构代码证书复印件; 4.个体工商户须提交合法公证机构出具的财产公证证明; 5.外资企业先变更营业执照及批准证书，再提交经合法公证机构出具的资金信用证明文件。
