- 在广东省投资的国外和香港、澳门、台湾商户，其上一年度在广东省纳税数额符合以下条件，可以申办香港入出内地商务车指标：上一年度纳税数额达到15万元以上的，可以申办第1个商务车指标；上一年度的纳税数额达到50万元以上的，可以申办第2个商务车指标；上一年度的纳税数额达到100万元以上的，可以申办第3个商务车指标；从申办第4个商务车指标起，上一年度的纳税数额每增加100万元即可增办1个商务车指标，多不超过15个（包括该商户已申办的所有粤港、粤澳商务车指标）。
- 在广东省内设立的内资企业，上一个年度纳税满足100万以上，可以申请一个车牌指标。新规对指标有效期进行了规定，其中投资类指标有效期为1年，符合条件的可申请延期1年;人才类、资格类指标有效期为5年，符合条件的可申请延期5年;捐赠类指标长期有效。
