1.申请从事道路运输经营及相关业务的企业或个人;2.提出申请，填写申请书，提交行政许可申请材料清单;3.Submit materials;4.申请材料审核、汇总，材料核准后发送《行政许可受理通知书》;5.申请材料汇总、审批;6.发放道路运输经营许可证.企业道路运输经营许可证需准备材料1、营业执照副本2、企业法定代表人的身份证复印件3、银行开户许可证4、有效期为1年以上(从申报之日算起)的停车场租借合同和停车场地土地使用权或产权证明材料及复印件5、已购置运输车辆的，提供机动车辆行驶证、车辆检测合格证明复印件;拟购置运输车辆的承诺书，承诺书应当包括车辆数量、类型、环保标准、技术等级、车轴数以及车辆外廓尺寸等内容;申请专用运输的，还须提供专用运输专用容器、设施、设备清单;申请大型物件运输的，还须提供超重型车组名称、装载能力及配套附件清单;已(拟)购车辆为自卸车的，还须提供承运物品情况说明;承诺期限不得超过6个月6、驾驶人员的身份证、从业资格证、驾驶证及复印件办理时间期限：20个工作日
