：1、有50个以上的百团体会员单位。
原则上不吸收个人会员；2、有三家以上一定规模（注册资金不少于1000万）的发起单位；3、有规范的名称和相应的组织机构；4、有固定的办公场所；5、有与其业务活动相适应的专职工作人员；6、有合法的资金和经费来源，有3万元人民币以上的注册资金；7、有独立承担民事责任的能力。

：商会发起单位首先须向业务主道管部门提交申请筹备商会的报告及相关材料，业务主管部门在核准并听取发专起单位筹备工作报告后，下达同意筹备的批复。
商会筹备组到相关银行办理验资手续，注册资金不少于3万元人民币，验资完毕后，向民政局提交申请筹备商会的报告和相关材料，以及验资报告，经民政局同意后开展筹备工属作。
