： 1、受理：对申请机构提交的材料，即时审理。 2、审查：对申报材料齐全的，人力资源和社会保障行政部门在受理申请之日起20日内审查完毕。对提供材料不完备的，随时告知申请机构予以补正。 3、实地考察：工作人员到现场对开办场所、办公设施、办公环境等进行实地考察。

4、发证：符合条件的，予以批准，颁发《人力资源服务许可证》；不予批准的，应当说明理由。

深圳人力资源服务许可证的办理条件： 1、已取得营业执照(注册资金不低于20万); 2、有与开展人力资源服务业务相适应的固定场所、必要的设施; 3、有5名以上具备大专以上学历、并取得人力资源服务从业资格的专职工作人员; 4、有健全的机构章程、管理制度、工作规则和明确的业务范围; 5、能独立承担民事责任; 6、申请的业务范围、活动内容符合有关法律、法规的规定。
