：1、受理：对申请机构提交的材料，即时审理。
2、审查：对申报材料齐全的，人力资源和社会保障行政部门在受理申请之日起20日内审查完毕。对提供材料不完备的，随时告知申请机构予以补正。3、实地考察：工作人员到现场对开办场所、办公设施、办公环境等进行实地考察。4、发证：符合条件的，予以批准，颁发《人力资源服务许可证》；不予批准的，应当说明理由。
two、深圳办理人力资源许可证所需要的资料：1、工商行政部门核发的机构名称预先核准通知书或《营业执照》副本及复印件;2、填写完整的《人力资源服务机构申请表》;3、申请报告;4、机构章程及内部有关规章、制度;5、5名人员3个月的社保证明。
并提供与专职工作人员的聘用的意向书或劳动合同或劳务协议;6、新设立的机构须经法定验资机构出具至少10万元人民币的注册资本(金)验资报告或证明;7、法定代表人或负责人的身份证明;8、应提供50平方米以上的经营场所房产证明(不得为私人住宅)，如租赁房屋须提供租赁协议及房东所有权证。
