融资租赁（外资）注册资本＞=1000万美金；外商投资比例＞=25%；高级管理人员不少于3年从业经验；申请设立融资租赁公司的投资者须为公司、企业或其他经济组织。

外方投资者或其境外母公司应资信良好，在境外已合法注册并从事实质性经营活动；投资各方应向审批机关提供投资各方经会计师事务所审计的最近一年的审计报告，审计报告显示资不抵债的不符合申请资格。外方投资者的总资产不得低于500万美元；存续未满一年的投资者暂不具备申报条件。
