Port communication根据《劳务派遣行政许可实施办法》(人力资源社会保障部令第19号)第六条的规定，经营劳务派遣业务，应当向所在地有许可管辖权的人力资源社会保障行政部门依法申请行政许可。未经许可，任何单位和个人不得经营劳务派遣业务。在市工商局注册的劳务派遣单位的行政许可申请，由市人社局负责受理。
申请经营劳务派遣业务应具备的条件(1)注册资本不得少于人民币200万元;(2)有与开展业务相适应的固定的经营场所和设施;(3)有符合法律、行政法规规定的劳务派遣管理制度;(4)law、行政法规规定的其他条件需要提交的材料(1)Labor dispatch business license application form;(2)营业执照或者《企业名称预先核准通知书》;(3)公司章程以及验资机构出具的验资报告或者财务审计报告;(4)Proof of use of the business premises and office facilities and equipment suitable for conducting business、List of information management systems, etc.;(5)Proof of identity of legal representative;(6)Labor dispatch management system，including labor contract、labor remuneration、social insurance、working hours、rest vacation、Labor discipline and other rules and regulations related to the vital interests of workers;Sample labor dispatch agreement to be signed with the employer。
