Port communication关于项目备案程序与时限的规定：根据《境外投资项目核准和备案管理办法》第十九条、第二十一条的规定，属于国家发展改革委员会备案的项目，地方企业应填报境外投资项目备案申请表及其附件，直接提交地方发改委，由地方发改委报送国家发展改革委员会。
国家发展改革委员会在受理备案申请表之日起7个工作日内，对符合备案条件的境外投资项目出具备案通知书。对不予备案的境外投资项目，国家发展改革委员会将以书面决定的方式通知申报企业并说明理由。投资主体凭核准文件或备案通知书，依法办理外汇、customs、出入境管理和税收等相关手续。
