1. 根据《中华人民共和国对外贸易法(2004年修订)》规定，“从事货物进出口或者技术进出口的对外贸易经营者，应当向对外贸易主管部门或者其委托的机构办理备案登记”。只要在中国境内从事自营或代理进出口的企业，均需办理完进出口权后，方可正常开展对外贸易活动。
