开办人力资源服务机构应当具备下列的条件：

1. 人力资源服务机构申请登记表;(这个很好理解了，就是办理人力资源许可证时候的申请表。)
2. 所用场地的产权或租凭证明;(这个条件跟劳务派遣许可证的办理条件差不多，场所方面面积是50平方的。
