•经国家有关主管部门批准，在我国工商行政管理部门登记注册，具有独立法人资格且可从事融资租赁业务的机构，包括金融租赁公司、内资融资租赁业务试点企业及外商投资融资租赁公司等以及其他符合法律法规及规范性文件规定的融资租赁收益权持有方。

•具有完善的公司治理、内部控制、业务操作、风险管理等制度。•拥有相应的专业化经营能力及具备相应素质的专业人员，对应收租金的管理能力较强。•经营和财务状况较好，具备较强的盈利能力。•履约记录良好，无不良信用记录，出租人与承租人有良好稳定的业务往来。•注册资本、风险控制等监管指标符合主管部门的规定。
